Jiji-Mulembwe, une préoccupation du Gouvernement et des Bailleurs

Le Gouvernement du Burundi et ses Partenaires au développement maintiennent leur regard sur le Projet Jiji-Mulembwe.  En date du 07 septembre 2023, Monsieur Ibrahim UWIZEYE et Monsieur Audace NIYONZIMA, respectivement, Ministre de l’Hydraulique, de l’Energie et des Mines ainsi ainsi que Ministre des Finances, du Budget et de la Planification Economique ont effectué une descente conjointe avec Madame Victoria KWAKWA, Vice-Présidente de la Banque Mondiale pour la Région Afrique Est et Australe aux chantiers du Projet Jiji et Mulembwe (PHJIMU).     

L’objet de la visite de ces hautes autorités était de se rendre compte de l’état d’avancement des travaux in situ, surtout dans la composante  des Aménagements hydroélectriques de Jiji et ceux de Mulembwe. Les visiteurs ont pu explorer les chantiers du barrage et de la centrale de Jiji. C’était aussi l’occasion, en passant, de faire le constat de la situation des routes d’accès ainsi que d’autres ouvrages en cours de construction, comme les conduites forcées et les tunnels.

Barrage de Jiji, des avancées certes, du chemin encore à parcourir !

Au Barrage Jiji, les hôtes de marque ont suivi les explications de la mission de supervision du Projet. Sur site, un dessableur géant déjà joint au mur du barrage par la prise d’eau. Les travaux  de construction du mur du barrage proprement dit sont concentrés au niveau du deversoir et de la vidange de fond ainsi que la consolidation d’une partie non rocheuse à la rive gauche. A la rive droite, c’est le remblayage de la partie avale du barrage qui aboutira à l’enfouissement de la grande partie du dessableur.

 

Centrale Jiji, des avancées significatives

Les travaux de construction de la centrale Jiji connaissent un avancement considérable ; c’est ce que les visiteurs ont pu voir de leurs propres yeux : une toiture posée, un pont roulant déjà mis en place et l’installation des matériels électriques en cours, comme les armoires de commande, les cellules et les autres matériels de protection. Interrogé sur la date probable de fin, le Constructeur a promis la mise service de la centrale Jiji pour le mois de juillet 2024 et celle de Mulembwe pour décembre 2024. La Vice-Présidente de la Banque Mondiale se réjouit de cette avancée et demande que la promesse du Constructeur soit respectée pour ne pas décevoir les attentes du Gouvernement et du peuple burundais dont les yeux restent braqués sur ce projet d’envergure.

 

La parole aux bénéficiaires

Les hôtes de marque n’ont pas manqé de réserver un temps d’échanges avec les bénéficiaires du projet. Ils sont constitués surtout des personnes affectées par le projet (PAPs) ainsi que des travailleurs engagés sur plusieurs fronts, que ce soit ceux des Entrepreneurs principaux et des sociétés sous-traitantes des travaux divers.

Pour les bénéficiaires, le projet Jiji-Mulembwe a été bien accueilli par la population qui se réjouit du désenclavement de la localité naguère isolée par le manque de routes ou le mauvais état des pistes existants. De plus, les PAPs ont été prévenus lors des séances de consultations publiques afin de se préparer à la saine cohabitation avec des étrangers  venus et à utiliser les frais d’indemnisation à bon escient. 

Tout en reconnaissant l’équité ayant caractérisé la phase des indemnisations, les PAPs ont formulé des doléances relatives à leur accompagnement à travers les projets de restauration des moyens de subsistence. Ils ont aussi exprimé le voeu de voir la localité bénéficier de l’électrification, ce que le Ministre de tutelle a confirmé du moment que de tels micro-projets sont en cours de montage.

La Vice-Présidente de la Banque Mondiale a écouté avec sympathie ces doléances qui seront analysées par les acteurs en action, conformément aux directives des Projets financés par la Banque Mondiale. Elle n’a pas manqué de rappeler que Jiji-Mulembwe est un projet du Gouvernement et non de la Banque, ce qui doit changer la vision et les approches de mise en oeuvre, ainsi que de l’appropriation par la population bénéficiaire.
