Le Ministre dément la rumeur d’une destruction du barrage Jiji

Le Ministre de l’Hydraulique, de l’Energie et des Mines a démenti la rumeur répandue sur les réseaux sociaux que le barrage Jiji en construction aurait été démolie par la pluie torrentielle qui s’est abâttue sur la zone du Projet Jiji-Mulembwe en date du 13 décembre 2022. Le Ministre Ibrahim Uwizeye l’a déclaré à la presse lors d’une descente conjointe avec le Gouverneur de la Province Bururi, l’Administrateur de la Commune Songa, le Directeur Général de la REGIDESO et les autres acteurs du Projet ce 15 décembre 2022. Ces autorités ont visité le chantier dudit barrage où les travaux continuent normalement après la pluie torrentielle.

Des dégâts matériels sont observés au niveau du tunnel de Jiji qui a été envahi par les alluvions du ravin avoisinant sans altérer l’infrastructure en cours de construction. Les travaux de débouchage du tunnel débutés le 14 décembre sont en cours et le Constructeur compte les avoir terminés endéans 5 jours  afin de reprendre le travail d’escavation du tunnel à environ 500 m sur la trajectoire visant à croiser les équipes en action dans l’autre sens du tunnel. Le Ministre tranquillise l’opinion que les autres ouvrages du Projet n’ont pas été endommagés et que les travaux continuent normalement à la centrale de Jiji, au site du barrage Mulembwe où le dessableur est en cours de construction, à la centrale et à la galerie du tunnel de Mulembwe.

Des ménages sinistrés

La pluie torrentielle du 13 décembre n’a pas épargé certains ménages de la colline Murambi en zone Muheka restés dans la désolation: cultures emportées par les eaux de ruissellement, une trentaine de poules, 5 porcs et une chèvre portés disparus; tel est le bilan du comité de crise constitué à cet effet par les autorités locales, le Constructeur et la mission de surveillace du Projet Jiji-Mulembwe au lendemain de l’incident.

Ces biens ont été endommagés par les alluvions chariées de l’amont, puis facilitées au niveau des routes d’accès aux ouvrages en construction, après bouchage des buses et des caniveaux rendus inefficaces pour canaliser les eaux impitoyables. Le Ministre a tranquillisé la population sinistrée et a interpellé l’entreprise responsable des travaux de construction du Projet Jij et Mulembwe afin d’accorder le bénéfice de l’urgence à l’identification et à l’indemnisation des biens perdus par la population conformément aux dispositions du Plan de Gestion Environnemental et Social en vigueur. Il a aussi donné l’instruction au Constructeur de mettre en avant la qualité des travaux notamment en privilégiant le drainage des eaux de ruisselement par des caniveaux adéquats et des exutoires reflétant les règles de l’art. Ceci pour protéger en même temps les routes, les ouvrages et les propriétés de la population en aval, le développement recherché ne devant pas produire des impacts négatifs dans le milieu, a-t-il martelé.
